Basic questions

I'm trying to get some simple web pages going in Microsoft Web Developer.  I don't have time to go to college and learn this stuff, I'm just trying to get some very basic things working.

From what I can tell, IIS will let a PC serve webpages (including server-run aspx code), particurly useful for company intranet.  I can create a project in MSWD and point it at the IIS server on my PC, or at a remote site.  This way I can work on the website directly from MSWD.  Is this a good grasp of how things are supposed to fit together?

If so, what is the 'publish' website feature for?  Isn't it already 'published' if I'm working on it in-place?

Why will IIS on my PC not serve any kind of jpeg file?  And what's up with formatting the content panes of master pages, if you can't format their contents like a webpage, how do you align text and images?
